My Base model didn't come with fog lights. Can I add them?
Yes.
You need a "Fog Light Conversion Kit." This kit includes the actual fog light housings, the black plastic bezels (to replace your blank filler caps), a wiring harness, and a switch to mount inside the cabin. It’s a bit of work to run the wires through the firewall, but it gives you a factory look.
Why would I want Yellow fog lights?
Science.
White light reflects off water droplets (fog/rain) and creates "glare" that tires your eyes. Yellow (3000K) light has a longer wavelength that penetrates moisture better and reduces glare. If you live in a snowy or rainy climate, yellow fogs are a genuine safety upgrade. If you just want the car to look modern, stick with White.
How do I change the fog lights on a 2018+ Mustang?
On the 2018+ refresh, the "fog light" is a small LED strip sitting below the turn signal (or integrated into it). You generally cannot just change a bulb. You replace the entire Turn Signal Assembly. Many owners upgrade to a Smoked Lens unit that features a sequential turn signal and a brighter white running light/fog light.
