Will a cover interfere with my Pro Power Onboard outlets?

No. The Pro Power panel is located on the driver's side bed wall near the tailgate. Tonneau cover rails mount to the top of the bed caps. They do not block access to your plugs or the reset breakers.

Is it 100% waterproof?
