You just bought a gorgeous 2019–2026 RAM 1500 Big Horn.

Can I install tow hooks if my RAM didn't come with them from the factory?
Yes, but you absolutely need the replacement bezels.
The threaded frame mounting holes are already there on every single truck (both 2WD and 4WD). The problem is the plastic bumper. Trucks without hooks have a solid plastic filler piece blocking the frame.
