Do I absolutely need adjustable Rear Camber Arms if I lower my car?

Usually, yes.

If you lower your Mustang more than 1.0 inch, the natural geometry pulls the top of the rear wheels inward. While great for aggressive cornering, excessive negative camber will quickly destroy the inner tread of your rear tires on the highway. The factory adjustment bolt rarely has enough range to fix a lowered car.
